The Care Certificate isn't a legal requirement, but CQC expects new staff to meet its standards. How it differs from the Level 2 Adult Social Care Certificate.
No, the Care Certificate is not a legal requirement. But CQC expects providers to induct new care workers to the Care Certificate standards, so almost every regulated provider treats it as essential. There is now also a formal, Ofqual-regulated option: the Level 2 Adult Social Care Certificate qualification.
What is the Care Certificate?
It is a set of 16 standards covering the knowledge and behaviours every new care worker needs, from duty of care and safeguarding to privacy, dignity and infection control. It was introduced in 2015 and updated in 2025. It is not a qualification in itself: the employer assesses and signs off each standard.
What is the Level 2 Adult Social Care Certificate?
It is an accredited, Ofqual-regulated qualification built on the same ground as the Care Certificate standards. It:
- requires observed assessment of real practice, not just e-learning
- takes a new learner around 6 to 8 months, and experienced staff can be quicker
- is portable, so staff can take it with them when they change employer
- is the mandated qualification in the Level 2 Adult Care Worker apprenticeship
Care Certificate or Level 2 qualification: which should I choose?
| Care Certificate standards | Level 2 Adult Social Care Certificate | |
|---|---|---|
| Status | Induction standard, not a qualification | Ofqual-regulated qualification |
| Assessed by | The employer | An approved centre, under an awarding body |
| Portable between employers | Often repeated | Yes, nationally recognised |
| Typical length | Around 12 weeks of induction | Around 6 to 8 months |
| Funding | Employer pays | May be claimable through the LDSS or apprenticeship funding |
Is the Level 2 qualification mandatory?
No. Skills for Care has said it will not be mandatory. It is a way to recognise experienced staff, though: Skills for Care reports that 54% of direct care workers do not hold a level 2 or higher qualification.
Can I get funding?
Eligible employers can claim towards the Level 2 Adult Social Care Certificate through Skills for Care's Learning and Development Support Scheme (LDSS). Funding has been confirmed for 2026/27, subject to eligibility and available funds. LDSS funding is not available if the qualification is taken as part of an apprenticeship.
